Government pages often use short terms for complicated ideas. What makes a useful definition

A strong glossary definition does more than restate a dictionary meaning. It explains the term in context, gives the visitor a reason the term matters, and avoids suggesting that every legal or civic question has a single simple answer. When a term has different meanings in different settings, the entry should say so and point to the page where that setting is explained.
