Example: The National Commission on Terrorist Attacks Upon the United States published its final report in 2004, documenting its investigation and recommendations following the September 11, 2001 attacks.

Common misconception: A government report is always law or a binding order. A report may inform decisions or recommend action, but its legal effect depends on the authority behind it and any later action taken.
