Public policy is a government’s chosen course of action, priorities, or decisions on an issue. It can be expressed through legislation, regulations, executive actions, court decisions, spending choices, and the implementation of existing programs.

Example: The Clean Air Act establishes a federal statutory framework for addressing air pollution, while implementing regulations specify many requirements.

Common misconception: Public policy is created only when Congress passes a new law. Policy is also shaped by agency implementation, executive decisions, judicial interpretation, and state and local government action.
