Debate is the formal discussion of a question or measure before a legislative body or another decision-making forum. Congressional rules govern who may speak, how long debate may last, and whether amendments or procedural motions are allowed.

Example: During consideration of a bill, House and Senate members debate its provisions before voting under the rules that govern that chamber.

Common misconception: Debate always continues until every member has spoken. Chamber rules and agreements may limit debate time and determine when a vote occurs.
