A statute is a written law passed by Congress or a state legislature. At the federal level, a bill becomes a statute after it passes both chambers of Congress and is signed by the President, enacted over a veto, or becomes law under constitutional rules. Agencies can write regulations under statutes, but they do not create statutes by themselves.
